We set up the global parameters of the model so that it is possible to override values from the normal forecast load with values specific to 1960. We set the value for CARinit to 608 in 1960 by scaling the 1995 value according to the Manua Loa measurement graph. We set the value for OFSCTH at 70 as an initial approximation (use Worldwatch to update).
